To achieve its goal of freeing bangsamoros, the MNLF involved government forces in large-scale armed clashes that culminated in the early 1970s, when the rebels` glittering operations gave them control of a considerable number of communities around Cotabato City and their airport complex. This led the Marcos regime to strengthen the military presence by deploying nearly three-quarters of the army to most Muslim parts of Mindanao. The case took another turn in 1976, when Libyan leader Muammar Gaddafi negotiated an agreement that resulted in the signing of the Tripoli Agreement, which introduced the concept of an autonomous Muslim region to Mindanao. On August 1, 1989, Congress, under the new 1987 Constitution, passed Republic Act 6734,[10″ which approved the creation of the Muslim Mindanao Autonomous Region (ARMM). However, of the 13 provinces and 9 cities that participated in the referendum, only the provinces of Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi have decided to be part of the ARMM. THE ARMM was officially founded on November 6, 1990. It also reaffirms the commitment of both parties to conclude the following agreements/documents: PASIG CITY, 8 March 2019 – The government and the Moro Islamic Liberation Front (MILF) are working on the formulation of the provisions and regulations of application (IRR) of the proposed standardisation regulation under the 2014 global agreement on Bangsamoro (CAB). The president`s peace adviser, Carlito G. Galvez Jr., said the two sides had worked doubly hard to ensure the proper implementation of the programs as part of the peace agreement normalization process. (more…) JicA congratulates the Philippine government and MILF on this milestone agreement, which is an opportunity to move closer to lasting peace and prosperity. It is JICA`s sincere wish to continue to support conflict-affected areas by supporting the strengthening of institutions and the development of human resources by the new Government of Bangsamoro, the improvement of people`s livelihoods and the improvement of regional development in the medium and long term. On 24 January 2014, Miriam Coronel Ferer, the Philippine government`s chief negotiator, and Mohagher Iqbal, the philippine`s chief negotiator, signed a peace agreement in Kuala Lumpur. The agreement would pave the way for the creation of the new Muslim autonomous entity called Bangsamoro, according to a law that must be approved by the Philippine Congress.
“The waterproofing of the global agreement is not only important for the Bangsamoro, but also the people of Mindanao and all other Filipino citizens, all of whom must win as a country that continues its unfinished mission of nation-building.” – Professor Miriam Coronel-Ferrer, president of the GPH peace body Instead of bringing together Muslim leaders, this agreement has fragmented the MNLF, because some political groups preferred independence. Thus, a group of officers led by Hashim Salamat disbanded and founded the Moro Islamic Liberation Front (MILF) to continue its armed struggle for an independent Bangsamoro (Moro Nation) nation in Mindanao.
